Introduction and National Context

Türkiye operates one of the largest education systems in the OECD (Organisation for Economic Co-operation and Development) region, serving a young and diverse population across compulsory schooling and higher education. Education is centrally governed, with strong national coordination, standardized examinations, and increasing digitization of learning, records, and academic data.

As of the 2024–2025 academic year, the education system supports large-scale participation in both face-to-face and open/distance modalities, positioning Türkiye as a significant regional hub for education and international student mobility.

Türkiye does not currently operate a single centralized academic credential depository. However:

  • Universities maintain secure digital student information systems for transcripts and diplomas.
  • Many institutions issue electronic transcripts and verification links.
  • Open discussion and pilot initiatives exist around digital credentials, interoperability, and international recognition, aligning with principles promoted by the Groningen Declaration Network.

This represents a key opportunity area for future national coordination and cross-border credential exchange. 

Diploma equivalency procedures are personally carried out and monitored through the e-Government Portal, the official national portal that each citizen may enroll in.
