The memorandum sets a foundation for deeper collaboration between TAICEP and the GDN Network, and their respective networks

January 12, 2026 – At the Annual Meeting in Oslo, Norway, The Association for International Credential Evaluation Professionals (TAICEP) and the Groningen Declaration Network (GDN Network) formalized their partnership by signing a Memorandum of Understanding (MOU). By partnering together, both organizations reaffirm their dedication to fostering cooperation and innovation within the open learning community, amplifying their efforts to promote shared goals.

TAICEP and the GDN Network are committed to collaborating on initiatives that advance the adoption of standards, policies, and practices supporting interoperability. This includes jointly organizing and hosting events, and, where possible, partnering on research projects. This mutual understanding acknowledges the significant roles that both organizations play in global higher education, particularly in advancing learner mobility and the recognition of digital credentials.

“TAICEP has been a valued partner within the GDN community, and this MOU marks an important step in strengthening our shared commitment to advancing global interoperability and learner mobility,” says Melanie Gottlieb, GDN Network President. “By formalizing our collaboration, we create new opportunities to align our expertise, expand our collective impact, and support the professionals who work every day to make recognition and credential exchange more transparent, equitable, and efficient.”

With its longstanding expertise in international credential evaluation, TAICEP’s collaboration through this MOU paves the way for expanding community engagement, fostering new networking opportunities, and delivering meaningful benefits to both organizations and their global communities. By working together across the digital credential ecosystem, TAICEP and the GDN Network aim to advance an interoperable and seamless “Network of Networks” for credential exchange, as well as promote greater opportunities for learner mobility and the recognition of digital credentials.

“TAICEP has long supported the GDN Network as a signatory, and we are delighted to sign our first formal MOU now,” says Pei Zhu, TAICEP President. “The GDN Network is a key complementary partner, and this agreement opens the door for new, tangible cooperation that will benefit both our members and the wider international education landscape.”
