UNDER THE HOOD OF DIGITAL QUALIFICATIONS, QUALIFICATIONS FRAMEWORKS AND THEIR POLICY CHALLENGES
Borhene Chakroun, UNESCO, France presentation
Andy Dowling, Digitary, Australia and Ireland presentation
Andreia Inamorato dos Santos, Joint Research Centre, European Commission, Spain presentation
Digital technologies are creating new opportunities and challenges for qualifications and skills development, verification and recognition globally. With these opportunities come a wide variety of solution architectures including depositories, networks, badges, and blockchain. Digital learners’ records and open data sources are complementing traditional qualifications depositories, while challenging the conventional models of credential verification and evaluation. Many questions are being asked about trustworthiness of data, interoperability of systems, and most critically the ubiquity of the standards and systems that govern this new and dynamic landscape.
The panelists will present and discuss UNESCO’s ongoing work on world reference levels to support recognition of skills and qualifications across-borders. They will also present the European Commission’s JRC report ‘Going Open: Policy Recommendations on Open Education in Europe,’ which brings recommendations to deal with the challenges and make use of the opportunities arising within this new scenario of digital education for the recognition and validation of credentials. They will explore this rapidly evolving landscape and will argue for increased synergies between these developments and the quality assurance systems that have become closely associated with the implementation of a new generation of qualifications frameworks internationally.

SAFE & OPEN HIGHER EDUCATION INSTITUTIONS: A BALANCING ACT.
Paul Goossens, Rotterdam University of Applied Sciences/ Program Integral Safe Higher Education, The Netherlands presentation
HEIs have a unique ‘open’ character, due to their social assignment. This open character is vital to create the optimal setting to learn, teach and research. In the Netherlands, this challenge is addressed by the program ‘Safe and Open Higher Education’, a cooperation of HEIs. This program would like to present and share three deliverables, and reports on current work in Armenia on combating fraud in higher education.
